after a fire burned their home. ktvu channel 2 reporter claudine wong has been there since 4:30 this morning getting a close look at the damage. >> reporter: good morning, tori. we have daylight. we can get a look at the damage. you can see how hot this fire burned. there was a partial roof collapse this morning. so waiting for daylight was very important for investigations to make sure it was safe so they can figure out what areas are safe to go into as they try to figure this out. we just talked to a neighbor who practically could feel the heat of the fire from his deck. he told us what he saw. >> from what i could tell, it was another oakland hills fire. it was so intense and so big. i thought what's going on here? it was just the one house. but it was very scary. >> reporter: when he first saw the firefighter, the firefighters were not called get. they got a call at about 12:15 and they got here and saw the fire was surrounding threatening -- the fire was threatsenning surrounding homes and they called for backup. there was one person in a wheelchair. two officers were a

, debra villalon, ktvu news. >>> smoke filled the sky today in san jose, coming up in just 11 minutes why it was too dangerous for firefighters to go inside to tackle these flames. >>> a power outage had a very specific cause. a squirrel got into an outdoor substation just after 5:00 p.m. that knocked out power to almost 11,000 customers. the affected area was in the oakland berkeley hills between broadway terrace and clairmont avenue. power was mostly restored in about 90 minutes but that was not soon enough for some college avenue restaurant. they were hoping to lure crowds and fans after the cal football game. >> as you can probably guess we're losing thousands of dollars tonight, this is not good for us. so we're probably going to be closing down for the rest of the night. >> reporter: pg & e got the power back around 6:30 but then the utility had to take the electricity down again for about half an hour to complete all the needed repairs. >>> police arrested marcy keelan last night near a motel. she tried to shoplift groceries then took off when an employee confronted the girl. kee

, this is ktvu mornings on 2. >> good morning, welcome to mornings on 2, i am dave clark. >> i am tori campbell, thursday, october 4th. we begin with developing news on the morning commute. bart has been experiencing major system-wide delays to the past two hours. ktvu's alex savidge is live there with developments. >> reporter: good morning, yes, this was a stalled work vehicle that had triggered delays earlier on. but that problem has been taken care of. we did just get word from bart a couple of minutes ago that all of their trains this morning are now running on time. earlier on the delays were significant. show you video of what it looks like here with video. a bart spokesman told us they were experiencing 40 minute delays on two lines from the east bay into san francisco. that would be those lines. this was because of a maintenance vehicle blocking tracks early this morning south of the mcarthur station. now that vehicle has been cleared out of the way but trains were backed up. everything started about 4:30 this morning when that vehicle that rides actually on the bart tracks itself came

of a very busy street because of an accident. ktvu is at the scene where this happened and where a memorial has been set up for the child who was killed. >> we're standing on the stretch of road where that deadly demeanorred. there's the memorial. you can see it clear. candies and teddy bears laid out for yesterday's acts. we have video we shot yesterday morning at 4:00 when we arrived, showing what appeared to be police evidence markers in the road. showing the path the suv took in the moments before and after striking the middle schooler. the 12-year-old girl is haley ratliff. she was riding her bike at 3:15 yesterday afternoon when she was hit by the white suv. emergency crews showed up and she was taken by ambulance and then airlifted to children's hospital in he could where she was pronounced dead. the driver who hit the girl stopped at the scene and has been cooperating with the investigation. people living near the accident scene say this can be a very dangerous stretch of road. >> there's always cars coming fast. i can tell people are not paying attention. >> now,the scene of yester
